Recommendations by the Canadian Psychological Association for Improving the North American Safeguards that Help Protect the Public Against Test Misuse

An investigation by the Canadian Psychological Association was undertaken to examine the effectiveness of the two major safeguards that the North American test industry normally employs to help protect the public against test misuse. The outcome of this investigation, which revealed serious shortcomings in the effectiveness of both safeguards, led to a series of recommendations which were approved by the Association's Board of Directors. The purpose of this article is to bring the recommendations, together with the supporting evidence that gave rise to the need for these recommendations, to the attention of the international test community.
