Mikropolitik: Stand der Forschung und Reflexion
Abstract
Zusammenfassung. Mikropolitik ist ein kontrovers bewertetes Thema. Die früher dominierende stark negative Konnotation hat inzwischen einer eher ausgewogenen Betrachtungsweise Platz gemacht, bei der auch die produktiven Funktionen gewürdigt werden. Wie bei den meisten strategischen Konzepten der Organisationsforschung hat sich auch hier kein einheitliches Begriffsverständnis durchgesetzt, aber es lassen sich zugrundeliegende Dimensionen identifizieren. Im vorliegenden Text wird davon ausgegangen, dass mikropolitisches Handeln die Instrumentalisierung Anderer ist, um in organisationalen Ungewissheitszonen eigene Interessen geltend zu machen. Politisches und sach-rationales Handeln werden einander nicht als Gegensätze gegenübergestellt, sondern in einer wechselseitigen Strukturationsbeziehung gesehen. Am Beispiel des meistverwendeten Erhebungsinstruments (POIS) wird das Vorgehen bei der Entwicklung von Taktik-Inventaren illustriert; die Resultate der Untersuchung von Taktik-Varianten werden bilanziert. Anschließend werden metaanalytische Ergebnisse der Beziehung zwischen Einflusstaktiken und Erfolgskriterien referiert und kommentiert. Als Bedingung der Möglichkeit von Mikropolitik wird die Gleichzeitigkeit widersprüchlicher organisationaler Steuerungsprinzipien behauptet. In einer kritischen Reflexion werden Ansätze, Befunde und Möglichkeiten der Mikropolitik-Forschung gewürdigt.
Abstract. Organizational politics (micropolitics) has been subjected to controversial evaluations. Whereas micropolitics used to be limited to negative, pathological, and counterproductive behavior, recent developments acknowledge its productive functions. Like other core concepts in organizational research, there is no consensus regarding content and dimensionality of political behavior in organizations. This paper defines micropolitics as self-serving behavior intended to use other people in ambiguous organizational situations. Political behavior and task-oriented rational behavior are not conceived as independent domains but as mutually conditioned and conditioning. Taking the POIS as an example, the typical procedure in developing inventories of influence strategies is outlined, followed by a short overview over the converging results concerning the number and content of different influence tactics. After presenting metaanalytic research on the relationship between influence tactics and organizational criteria, the intrinsically antagonistic nature of mechanisms of organizational structuring is identified as a basic precondition for the possibility of organizational politics. The concluding discussion offers a critical review of approaches, results and future directions of micropolitical research.
